Wednesday, Google announced “Project Fi” -- its wireless-service plan.

Google’s (ticker: GOOGL ) plan will charge $20 per month for talk, text, Wi-Fi tethering, and international coverage (120-plus countries) and then $10 per gigabyte (GB) of data. The service will utilize networks from both Sprint ( S) and T-Mobile US ( TMUS ), toggling between them based on signal strength. Initially, Project Fi will only work on the Nexus 6 [phone].

This announcement is largely in line with our expectations, as outlined in our wireless disruption thesis. The major difference being our belief that Google would have offered a lower basic monthly charge for accessing the network.

Each plan begins with a $20-per-month charge. This charge is for talk, text, Wi-Fi tethering, and international coverage in over 120 countries. Then, each GB of data will be $10 -- so 1 GB will cost $10 per month, 2 GB will cost $20 per month, and so on. However, full credit will be given for the unused data. For example, if you pay $20, but only use 1.5 GB, you will get $5 back. Project Fi will use Wi-Fi nets to route calls and data, and wireless service will be provided through the Sprint and T-Mobile networks, switching between them depending on signal strength.

While Sprint and T-Mobile shares rallied on the news, we believe the benefit to wholesale carriers may not be a permanent one. Other news items (e.g., pushing for more unlicensed spectrum, high-altitude balloons) appear to indicate a desire to circumvent the traditional wireless operator network in the same way Steve Jobs initially saw the [Apple ( AAPL )] iPhone using Wi-Fi as an alternative access platform. We also would not rule out a potential relationship between Google and the multiple service operators (MSOs) Wi-Fi networks as another way to dis-intermediate the traditional carrier.

It’s not as bad as expected for AT&T ( T) and Verizon Communications ( VZ ). We view the higher-than-expected toll to get on the network ($20) as likely better for carriers than anticipated. Whereas we had initially predicted a 3 GB plan in the $25-$35 range, 3 GB on Project Fi will cost $50 -- closer to AT&T’s $65 price point and Verizon’s $85 (assumes devices are purchased separately).
