(A) Immediate Relatives of American Citizens
There is no annual limitation on the numbers of immigrants under this category. An immediate relative of a US citizen is defined as:

IR-1: The spouse of an American citizen
IR-2: Child of an American citizen
IR-3: Orphan adopted abroad by an American citizen
IR-4: Orphan to be adopted in the United States by an American citizen
IR-5: Parent of an American citizen over the age of 21.

(A) Family Sponsored Immigrants
Subject to law, worldwide immigration into the United States is limited to 675,000 persons per year, not including persons in category I above. The 675,000 visas are divided into three distinct sub-categories.

1. First Preference:
Unmarried sons and daughters of U.S. citizens, and children if any. (23,400)
2. Second Preference:
Spouses, children, and unmarried sons and daughters (over the age of 21) of legal permanent residents.
3. Third Preference:
Married sons and daughters of U.S. citizens, and their spouses and children. (23,400)
4. Fourth Preference:
Brothers and sisters of United States citizens, and their spouses and children, provided the U.S. citizens are 21 of age or over. (65,000)
