Hello,
I am sorry that it’s in english. I have some skills in finnish, but I can’t manage to write in finnish for such topic. Neither to read and understand properly finnish texts for such topic.
I am a new owner of apartment in kerrostalo built in 1972. I got a visit of putki- ja remonttimiehiä, because I will make some small changements in the bathroom.
They said that there is no vedeneriste in the bathroom floor renovated in 1998, because we don’t see it when we check inside the hole that allow water to escape. Is it really possible?! What says the law about it? Is it legal? It seems for me a big failure.
In this case, does it has to been repair soon as possible? Does the law obliges taloyhtiö to start reparation when the owner decides it? Who must cover the repair according to the finnish law? The owner or taloyhtiö? Or better to ask what expenses belong to the owner in this case? (Esm. purkaminen, asbestipurkutyö, vesieristys, laattojen asennus, materiaali, jne)
I precise: not according to the rules of taloyhtiö, because I understood some of them don’t inform correctly the owners, try to find a way to circumvent the law, don’t respect the law.
I try also to know if the finnish law (so I don’t mean the rules of taloyhtiö) force the owner to put vedeneriste in toilet/pikku wc, when there is no hole that allow water to escape like in bathroom. Putki- ja remonttimiehet (with VTT certificate) told me that it’s not pakollinen because of this. But isännöitsijä says that I have to follow the ohjeet that he sent me. Right now, as with bathroom, there is no vedeneriste in pikku-wc. It’s also quite important, because I could then purkaa and put new tiles myself. So I wouldn’t to spend money for a professional putting the vedeneriste.
Last thing: is it still pakollinen to clean asbestia from a small area of tiles (45x120cm)? We found asbestia on the top of the sink in pikku-wc.
I need help for getting answers to those questions. This topic may be really useful for many people. I hope that few of you have the knowledge for such case.
Kind Regards,
Rémi
