"Lastensuojelulakiin uusi lausuma loppumetreillä
Eduskunnan täysistunto äänesti lastensuojelulain viimeisessä käsittelyssä lakiin täpärästi äänin 89 - 86 uuden lausuman, joka liittyy huostaanottojen päätöksentekomenettelyyn.
Lausuma ei muuta lain sisältöä. Uuden lastensuojelulain on tarkoitus tulla voimaan ensi vuoden alussa. Sen jälkeen lasten tahdonvastaisesta huostaanotosta päättää hallinto-oikeus sosiaaliviranomaisten hakemuksesta. Lakiin keskiviikkona lisätyssä lausumassa eduskunta edellyttää, että hallitus seuraa menettelyn toimivuutta ja tarvittaessa valmistelee lakimuutoksen, jolla tahdonvastaiset huostaanotot annetaan esimerkiksi kuntayhtymien yhteyteen perustettavien moniammatillisten toimielinten tehtäväksi.
Eduskunta hyväksyi myös kolme muuta lausumaa, jotka olivat mukana jo sosiaali- ja terveysvaliokunnan mietinnössä (StVM 59/2006). Niissä eduskunta edellyttää, että hallitus turvaa kunnille ja hallinto-oikeuksille riittävät resurssit lastensuojelulain toteuttamiseen sekä kiirehtii perhehoitolain uudistamista.
Lastensuojelulaki merkitsee satojen uusien työntekijöiden palkkaamista lastensuojeluun. Kuntien avohuoltoon on arvioitu tarvittavan 155 ja kunnallisiin laitoksiin 240 uutta työntekijää. Yksityisissä hoitokodeissa ja –laitoksissa henkilöstöä tarvitaan lisää 200 – 300.
Lastensuojelulaki on merkittävä kokonaisuudistus, jonka tarkoituksena on turvata lapsen oikeuksien ja edun huomioon ottaminen lastensuojelua toteutettaessa sekä lapsen ja hänen perheensä tarvitsemat tukitoimet ja palvelut. Lailla edistetään viranomaisten yhteistyötä sekä parannetaan lapsen, vanhempien ja huoltajien oikeusturvaa."

oikeusturva paranee sillä, että ensimmäiseksi ja ainoaksi valituselimeksi jää Korkein hallinto-oikeus?
että korkeimpaan pääsee valittamaan nopeammin... Yleensä tapana on valittaa sossun päätöksestä lautakunnalle, jonka päätöksestä valitetaan hallinto-oikeudelle, jonka päätöksestä valitetaan korkeimpaan....
Tosin jokainen vie aikaa niinkuin maan tapa on ja siinä se....
kuin jo nyt... Yhdessä kunnat käsittelevät (lue; leimaavat) toistensa huostaanottoja.
Odotettavissa siis samaa hyväveli-systeemiä kuin tähänkin asti.
Leimatkaa te meidän kunnan huostapäätökset niin me leimaamme teidän... Se siitä jääviydestä ja psykiatrien lausunnot lentelevät vaikkei lausunnon kohteista olisi vilaustakaan nähneet...
Mitä tekemistä kuntayhtymillä on huostaanottojen leimaamisen suhteen? Jatkossa sosiaalitoimi edelleen valmistelee huostaanoton ja mikäli se on vastentahtoinen, menee asia hallinto-oikeuteen käsiteltäväksi. Mikäli tämä homma ei toimi, tulee hallituksen valmistella kipin kapin uutta lakia ja silloin nuo kuntayhtymien tms. moniammatilliset asiantuntijatyöryhmät ottavat asian käsittelyynsä.

"Eduskunta on asian käsittelyn yhteydessä antanut lausuman, jossa hallituksen edellytetään lastensuojelulain uudistamisen yhteydessä kiireellisesti selvittävän lastensuojelukertoimen toimivuutta ja ottavan huomioon kertoimen kehittämisen niin, että siihen voidaan sisällyttää huostaanottomäärän ohella valtionosuuskriteerit täyttävä avohuollon määräytymisperuste ja että tilastointia tähän liittyen kehitetään."
Tuttu nimi Valto Koski! No putkimiehen sanoihin en näin Kuusankoskelaisena enää luota sentin vertaa.. Valto voisi jo ihan oma-aloitteisesti jäädä eläkkeelle niin eduskunnan kuin muidenkin asioiden hoitaisessa...
Kelan asiat päin persettä... Niinkuin Kuusankosken työttömyys luvutkin....

mitkä ovat ne kriteerit "toimimattomuudelle"

(hallinto-oikeudelta takaisin kuntaelimille) aletaan väsäämään.
Ensin koulutetaan ja lisätään väkeä
hallinto-oikeuksiin ja sitten aletaankin purkamaan niitä taas
