"If civilian traffic is operating in a HOT MOA (which this one was at the time) then they have to expect the possibility of an intercept. The pilot of the PC-12 said the F-16 came within 10' of him which I think is a little close for a training intercept but the fact remains that the MOA was hot and the military runs the show through that airspace while the MOA is active. I am no expert however but those are the regulations.

Both pliots are flying in shared airspace. Both of them have equal access to/through the MOA. The F-16 pilot can never "practice" or just intercept an airplane cuz he feels like it. Obvioulsy the Civil planes were not aware of what was"

Regs about MOAs say that if you are in one just keep your eyes open to prevent midair with possible fast moving traffics."
