I don't know why you wanna know about the test in English or German. As my german is rusty, I will write in English.
TOEFL = Test of English as a Foreign Language. As far as I remember, it is a multiple choice answer test. There is a reading comprehension part, and a listening comprehension part. You also have to write an essay in English on a given topic. The test is obligatory, if you plan to study in the United States.
Usually obligatory, unless you score above 550/600 on the SAT verbal part (depends on the university).
The test consists of three parts:
Listening comprehension. A dialogue is read to you and then you have to answer questions regarding it (keep in mind that the questions are usually about the 'big picture')
Reading comprehension & structure, I believe.
And lastly you have to write an essay. I just wrote in a standard essay format with intro, two paragraphs of argument and a conclusion.
