Government has to pay the normal artist payment each month and to give the art work.
That is written in the Human Rights, that 1) everyone has his right to have enough for his basic needs: food, clothes, home, care, family and 2) everyone has his right to practice his occupation freely.
Tree suggestions how to employ the artist.
1) Grants.
They are for the free independent art research like in the universities. Person applies the grant when he has topic to research and to create new.
2) Government offers the art work and pays each month money.
Artist works under the titular Art worker. Social fields are very suitable for the art work: hospitals, old houses, kindergartens, prisons and another institutions, but also all the rest society fields.
Why government is paying for normal employee money from the government budget, but not paying it for the artist? Payment should be the normal working man payment. Government should open the art market more freely and take art more actively into the society business, I think, because structures of the society will be dramatically changing. Social politic renewing will be made.
3) Citizen Payment.
Those artist who from the reason or another can't find the work, they suppose to get the Citizen Payment.That is for the basic standards of life. Citizen payment is payed for every citizen in the country. That money is taken through the taxes. Rich people pay's the bigger tax. That will protect people against the war and violence, that everyone has for the basic needs.

I read with great interest your statement on ART POLİTİCS.
You have approached the issues of art and economics from a very positive point of view, constructive and full of energy.
Of course, many persons can say that you are naive. But on the other hand you follow a wishfull thinking path and pattern. İt is better to carry that feeling as opposed to being a pessimistic person.
Here is what I will do: I will send your statement to all our National Committees so that they can read your statement and get a positive energy from it. Even if the governments of the world are mostly far from your solutions and thinking process, the artists community can only benefit from your wishes and hopes

Artist has to learn to stand independently in the rich society stream. Artist has to learn to survive. That is almost impossible. Artist will fall down. I am thinking how to stabilize the situation. Artist World Wide Artist Association should protect an individual artist against the misunderstanding between the society and artist. To be like roof for the artist. Till now, police, doctors, lawyers, officials etc are charging too much an independent artist. I think, that United Artists will formalize better all the art business in the form that will be suitable to understand for the ordinary person. Till now, it is a bit chaos, who is getting the grand, when and why and what artist's are doing and so on. Many artists are giving up.
Art by itself is also for the Peace. There is no such Art, that is for the violence. Artist's work is the peaceful creativity. For Artist is natural to defend Peace on Earth. Plus Art is a Human Science. That's why Art is defending peace by itself.

Good Summer...and by nature some people are better to be creative when they are in touch with society and not isolated alone doing work and being totally cut off form the society. Government should activate Artists by creating art work and paying the payment. Grants are not enough for all the artists. Grants are for independent research and not all the artist are willing to be the researchers. (like art academy is teaching). That is a matter of the different human nature by the horoscope.
