Törmäsin tähän tekstiin enkä löytänyt vastausta että mitkä ovat nämä projektit (hx-hanke ja?) joita ei rahoiteta puolustusbudjetilla ja miten NATOn ja Suomen budjetin laskutavat eroaa toisistaan?
