A certain American lunatic plans to win the next Worlds war, “the nuclear war”, by imaging, that all Russian nuclear warheads can be destroyed right at the start by the planned antimissile base system of Czechoslovakia and Poland, while the American missiles would continue flying to target. He is now the most dangerous man in the world, George Bush, the President of the U.S.

Writer is speaking about Cold war and Czechoslovakia. Neither of those doesn't exist anymore..
Anti-missile system is a good idea, but the way Americans brought it up was bad. Joint venture and base together with Russians would do it.
It is really simple thought to think about the cold war now. Russia is not the enemy of the USA and even if it were, nothing would happen as even the smallest things affect the oil. Nothing is more important than oil to the americans, so all this paranoia is just foolish.
And now we know that the russian protests were just politics to make a deal that they want. We are used to this way of diplomacy here, so we were expecting it.
All this just shows that both west and east are idiots who don't know how to negotiate quietly.
