"The Director-General or his representative may establish a procedure by agreement with Members, permitting him, for the purpose of discharging his duties, to have direct access to their various departments, especially to their health administrations and to national health organizations, governmental or non-governmental."

"In the performance of their duties the Director-General and the staff shall not seek or receive instructions from any government or from any authority external to the Organization. They shall refrain from any action

Periatteessa tämä tarkoittaa sen että Suomen valtiolla ei ole mitään sanottavaa WHO:n toimeenpiteistä, ja ainoastaan Suomen WHO edustajat -- jotka eivät ole edes demokraattisesti valittuja -- voivat vaikuttaa siihen mitä pandemia toimeenpiteitä Suomessa tehdään.
Ketkä nämä edustajat ovat? Ei mitään hajua, en googlettamallakaan löytänyt.

Pykälälainauksista jäi pois se pykälä, joka mahdollisesti velvoittaa Suomen toimimaan WHO:n päättämällä tavalla. Onko sellainen olemassa? Mahdollisesti IHR:n, International Health Regulations, Kansainvälinen terveyssäännöstön puitteissa? vrt. http://www.stm.fi/tiedotteet/tiedote/view/1288787
