Registraiting the dog in Finland

Unlikely, but you can help it happen. What you can do is go to the private site Turvasiru.fi (here: http://www.turvasiru.fi/Frontpage_en.jsp ) and purchase an account there. Then you can enter whatever number is in your dog's current chip (you may need to visit a vet to get the number up, if you don't know it yourself) and your contact info.

This way if your dog is lost and the officials scan him, your info will turn up through that service (vets and shelters all know to use it, and even some cops do) and they may contact you promptly. You need not register the dog in any Kennel Club type of scheme, then.
