Bank asks DBJ for 100 billion yen loan for MMC

Yomiuri Shimbun

The Bank of Tokyo-Mitsubishi, the main bank of Mitsubishi Motors Corp., asked the Development Bank of Japan to extend its loans by up to 100 billion yen to help rehabilitate the struggling automaker, company sources said Tuesday.

The automaker reportedly also decided to ask the Economy, Trade and Industry Ministry to apply the Industrial Revitalization Law to the car manufacturer.

The bank is considering providing financial aid to the heavily indebted automaker, such as waiving debts and conducting a debt-for-equity swap, paving the way for a rehabilitation program to be operated by the government and private sectors.

MMC aims to achieve its rehabilitation by asking its largest shareholder, DaimlerChrysler, and Mitsubishi group companies, including principle stockholders Mitsubishi Heavy Industries Ltd. and Mitsubishi Corp., to increase its capital by 200 billion yen.

But the amount of money required for the rehabilitation may total more than 400 billion yen, an estimate made when DaimlerChrysler and other concerned parties examined a possible rehabilitation plan, which includes measures to compensate for losses caused by consolidating the factories and other large-scale restructuring as well as developing new vehicles.

The Bank of Tokyo-Mitsubishi deemed the capital increase was insufficient and decided to approach the state-funded bank for assistance, according to sources close to the bank.

In line with the request, the DBJ reportedly intends to provide the ailing automaker with low-interest loans in a bid to help manage its cash flow and conduct it corporate restructuring. But the amount of the loans would possibly stand at several hundred billion yen.

If the ministry applies the law to MMC, it will entitle the automaker to receive tax breaks, including a registration license tax, and to simplify the process under the Commercial Code in an attempt to reorganize the company through methods such as relocating business operations.

Meanwhile, the DBJ is attempting to step up its financial support for the automaker by reducing interest-bearing debts to decrease repayments among other measures.

In addition to sluggish sales numbers at home and overseas, the automaker has seen aggravated financial troubles stemming from bad loans at its North American finance unit.

The recent scandal in which group company Mitsubishi Fuso Truck and Bus Corp. announced a recall of its large vehicles due to a structural flaw added to concerns about the future of MMC's image.

MMC reportedly plans to present a set of its envisaged rehabilitation measures during an extraordinary general shareholders meeting to be held April 30.

The DBJ was established in 1999 after the Japan Development Bank and the Hokkaido-Tohoku Development Finance Public Corporation merged. In cooperation with private financial institutions, the state-affiliated bank provides business corporations with long-term financing and extends loans to large development projects.

Recently, however, the bank has been engaged actively in corporate rehabilitation.

In 2002, the DBJ created a corporate rehabilitation fund with commercial banks to turn around troubled operations at major supermarket chain operator Daiei Inc., and injected 10 billion yen into the fund.

hyvää ei kannattaisi myydä halvalla, siinä voi tulla takkiin. Kannattavampaa on myydä sekundaa kalliilla -niinkuin eurooppalaiset "auton"valmistajat ovat tehneet ikänsä....
