A medical intelligence alert in October 2026 holds that governments and military biodefense programs are already developing more than 21 plague vaccines across self-amplifying RNA, mRNA, DNA, viral-vector, bacterial-vector, subunit and live-attenuated platforms. Britain, he says, is advancing self-amplifying RNA plague vaccines, built to copy themselves inside cells. Israel has produced two mRNA injections aimed at plague. Viral-vector candidates are reported in Britain and the United States, on a platform related to the AstraZeneca COVID injection. Subunit vaccines are underway in the United States, Britain and China. Live-attenuated programs are held in Russia, China and the United States.

The picture is not one quiet laboratory. It is a multi-nation hedge, paid for by governments and militaries. Hulscher argues it is strange that so many resources went into plague vaccines when plague had not been an active public threat, and that the buildup now sits against a scare out of Russia. He does not claim a catastrophe is confirmed. The Russian situation could prove a nothing burger, or a cover-up.

Readers following the October 2026 Kremlin dossier on aerosolized plague research will find the overlap hard to ignore. More than 21 candidates were already moving before the public was told to look. A shelf of saRNA, mRNA, DNA and vector shots across Britain, Israel, the United States, China and Russia raises a question about what planners believed they might face.

Hulscher’s line is blunt. He has said he will not take any of them. If the concern becomes serious, his preference is antibiotics rather than vaccination. He cites doxycycline and a claimed 97 percent survival rate in a randomized trial of plague patients, given as his claim and not settled here. The open question is whether that scope and that military money deserve more scrutiny.

More than 21 candidates. Multiple platforms. Five countries. Government and military funding, and a Russia scare over the top. That does not prove a specific outbreak was anticipated. On Hulscher’s account, plague was already treated as serious enough to justify heavy investment before most people were looking. How extensive has that preparedness become, and why.
