Niinistön kausi - Suomen suunta

Sauli Niinistö on monesti ilmaissut ihailunsa Angela Merkeliä kohtaan. Tässä vähän taustaa. Niinistö lienee Suomen tulevaisuuden suhteen samoilla linjoilla.

In her opening speech to the World Economic Forum in the Swiss resort of Davos, she drew on the German postwar economic miracle to highlight the role of social, environmental, ethical and technical standards in promoting sustainable economic development.

Globalisation, she said, had sparked fears throughout the developed world. "If we cannot find a conclusive answer to this question, very serious social disorder and troubles may develop, the consequences of which we will be responsible for.

"We need international rules to frame global competition," she said. These should be agreed multilaterally, with such international organisations as the World Bank, the International Monetary Fund and the World Trade Organisation acting as their guardians.

"This is not a socialistic approach, with central planning. But there needs to be a new interaction of the various players," she said calling for "responsible liberty".

Global protection of intellectual property, joint technical standards and even an agreement on shared values, she said, would not act as barriers to innovation but help open up new markets.

She pointed to the harmonisation of mobile phone frequencies in Europe, which had allowed the continent to build a leading position in telecommunications.

Yet this, she warned, was not a call for more bureaucracy. She said Germany would use its presidency of the European Union in the first half of 2007 to abolish obsolete EU legislation and ensure future directives carried an expiry date.

"Between 4 and 6 per cent of all costs for small and mid-size companies in Germany goes into red tape," she said. "Should we not be investing this money in people instead? We must learn to measure the cost of bureaucracy.

Turning to her economic programme for Germany, she defended the emphasis on tidying up the state's finances to the detriment of reforms, for instance of the labour market.

Without sound public finances, she said, future generations would be robbed of the chance to invest and innovate. Her government's savings measures and tax increases would free up resources to invest in research and development.

She pledged to endthe German tradition oftinkering with the tax system, "because companies need . . stability if they are going to make long-term decisions".
