Parempiin tuloksiin totuttiin ministeri Lipposen aikana.

1. Sirkka-Liisa Anttila on ahtaassa raossa ja hänen maatalouasiantuntemuksensa on liioiteltu.
2. Matti Vanhanen on tapansa mukaan luopunut toivosta eikä taistele.
he CAP in 2007 – more agile than ever!
October 2, 2007
CerealsWho says policy moves slowly in the European Union?
The past month has been a whirlwind of activity in European agriculture.
The world has changed fast. And we have shown that we are willing and able to take difficult decisions quickly if the need arises.
On 26th September, agriculture ministers backed my plans to suspend compulsory set-aside less than two weeks after I put the plan on the table. I’m delighted to say that the European Parliament played a crucial role by giving us its opinion in record-quick time. Farmers need to follow market signals and it is legislators’ duty to ensure that they can.
With grain prices still on an upward trajectory, I have also proposed to suspend all import duties on cereals until the end of this marketing year.
With markets moving on a daily basis, we cannot be ruled by dogma. We need pragmatic solutions to what is happening in the real world. Thanks to the reforms carried out since 2003, the CAP in 2007 is more nimble and agile than ever before.
With this in mind, I was pleased to see that the changes we have made are starting to seep through into the consciousness of even some of our most ardent ritics.
In a leader editorial on 28th September entitled “EU farm policy comes right at last”, the Financial Times wrote that the CAP “suddenly seems fit for purpose” and “nowadays is broadly in harmony with market forces”. I would perhaps dispute the use of the word ’suddenly’, but I am glad to see that our efforts over the past few years to modernise the CAP are being recognised.
Even the Economist described the CAP in its most recent ‘Charlemagne’ column as “much-improved”. From the Economist, that is praise indeed!
If further evidence were needed of our willingness to move rapidly when the situation requires, I would point to last week’s debate among farm ministers on the milk market.
I’ve said for a long time that quotas have to go in 2015 and that we should increase them in the meantime. I got a very clear signal last week that this process should start sooner rather than later. As long as the fundamentals are right, I see no reason why we shouldn’t raise quotas as early as April next year. We will see whether this is appropriate once my department delivers its economic analysis of the dairy market in December.
For me as Agriculture Commissioner, this positive attitude among ministers is very
encouraging as we put the finishing touches to our proposals for the ‘Health Check’, which will be published on 20th November.
Similarly positive are some of the noises we have been hearing from Paris over recent weeks. Of course, the devil is in the detail, but it is excellent news that President Sarkozy has kicked off a debate in France on the future of European farming.
We share much of the President’s analysis. European farmers must be competitive on the world market. They must be free to produce according to what the market wants and meet the challenges of growing demand.
Agriculture policy must boost the rural economy and protect the countryside. And now more than ever, it has a key role to play in the fight against climate change.
All these issues will be central to our thinking in the Health Check.
A proactive and positive attitude from Paris is vital as we look ahead to the period after 2013. But it is also crucial in the shorter term. France will be in the chair in the second half of 2008 when we aim to reach agreement on the Health Check. I look forward to working closely with French Minister Michel Barnier in the months ahead.
Many thanks for the excellent dialogue that was kicked off by my last entry on food prices. It’s perhaps a sign that agriculture has gone “mainstream” again.
Just a few comments:
I think Stephen can rest assured that we are fully intent on repealing what he calls our “Milk and Corn Laws” – changes are definitely in the offing on both set-aside and milk quotas.
The debate on GMOs will be much more difficult. Whatever the scientists may say and whatever we in the Commission believe, there is a genuine mistrust out there among
consumers about biotechnology in food. My department has already set out what the failure to approve new GMO crops could mean for our livestock industry. But we as politicians cannot move faster than the citizens we represent. There is still a job of work to be done to set out the facts about GMOs.
In answer to Jack’s questions about corn-based ethanol, the EU has already chosen a different track to the US and our responsible approach is borne out by what we are seeing in the US.
Our decision to set a target of 10 percent of fuel use from biofuels by 2020 means that biofuels will be a very interesting outlet for farmers, but will not deflect them from their main role as producers of food and feed.
To hit that target, we will initially have to increase our production of first generation biofuels such as those produced from maize. But we must then move to the second generation as quickly as possible – as these technologies are more efficient and do not use primary agricultural raw materials.
And some of our needs will also have to come from imports, of that I have no doubt.
In Europe, biofuels will play an increasingly important role in the fuel mix and will be an interesting outlet for some of our farmers. But we do not want to see the sort of massive shift towards maize for ethanol that we have witnessed in the US. We simply do not have enough land available to turn over vast swathes of it to the production of first generation biofuels.

Minusta ministeri Anttila on hyvin vakuuttava.
Vituks menee.
