Russia to the West – is it a Threat or Hope?

If you glanced at the western mass media agenda about Russia , you could think that Putin's regime was condemned by an overwhelming majority of the Western establishment.
But if you looked at the real actions of the West towards the Putin's regime, and if you did it by the eyes of the regime's opponents from the Russia inside, the picture could appear as quite the opposite. It is clear to everyone who is in good memory and awareness that the West is not really striving to adjust the current regime in Russia. We are very mindful of how the West fought against the USSR, how it directly guided the political development in the former Yugoslavia, and then in Serbia, Georgia and Ukraine.
We see nothing close to that happening to the modern Russia.
Why ? There is the only possible answer to this question. The West is an okay with the current regime, even though the regime's image seems far from being pretty to the civilized world.
We could be complaining about the hypocrisy, double standards and forgetting the principles. But we won't do it. We will characterize the position of the West by the words of Charles Maurice de Talleyrand – "It's worse than a crime, it's a mistake".
The West is pretty much satisfied by the modern Russia 's role as just an oil & natural gas suppler for the well developed world economies. And the West understands that the Putin's Russia can not change this status quo by any political measures.
We agree with the estimate. Politically Russia , with all the patriotic rhetoric on the inside scene, cannot change its role in the international division of labor.
It won't be able to change it. But could it carry out this role? Did anyone even think about that?
As we could see it, no one in the West did. Meanwhile a well known to all the experts in Russia data speaks for itself, that RF (Russia's Federation) won't be able to fulfill its ambitious obligations as the oil & natural gas suppler not even in the far prospective, but in the nearest future already.
Let's see. Gazprom plans to increase the natural gas export by over 30 billion cubic meters (over 1 Tcf) by 2010. ( Gazprom is the largest Russian oil and gas company and the biggest extractor of natural gas in the world. The controlling share is held by the state of RF – Translator's Note)
But the gas production is being declined! Surely, there is a plan to compensate such the decline by a putting into operation the new gas fields in Yamal (polar region of the northwest Siberia). But stress it out – just to compensate the production decline, and not to guarantee a production growth!
However the Russian experts know that even to keep the current gas production volumes at the same level is problematic.
Because Russia does not have – 1. No time. The Yamal's development is not going well, rather sluggish.
2. No technological know-how. The global warming is constantly changing the engineering and geological conditions of the Yamal fields. It demands the further gas extraction and transportation to be managed among the growing swamps, lakes and lemans instead of the solid icy ground as it was assumed when the fields were researched.
3. No money. A full shape development of Yamal requires funding, which exceeds the state reserve (so called "Stabilization Fund of the RF") by the $20 billion.
These problems could be solved by a re-export of the Turkmen natural gas, which production volume recently reached high of about 50 billion cubic meters per annum. But 35 billion of those 50 will be pumped to China in the nearest time via newly constructed pipeline.
So the simplest math allows us to make a statement that RF will either fail its gas export commitments already in the year 2010, or it will sufficiently cut the gas supply to the local consumers, which would lead to a social explosion and the regime collapse. Because of in Russia they could tolerate a hunger and social degradation, but not homes without heating.
We won't get our readers tired of the lot of figures. But trust us - we have a similar data about the RF oil supply too. And we may state that Russia won't be capable to maintain its contracts to supply the West with the energy carriers by the year 2010.
Is there a way out from this unpleasant situation? Technically speaking – yes, it could be.
The first option could be to throw all the surplus profit, received out of the growth of the world oil & gas prices, to re-emerge the oil & gas production. But this workaround's already gone. The regime has already spent a "lion's" share of the surplus bonus from the oil & gas export to strengthen the army and especially the police force and also to donate the funds to the northern Caucasus region (Chechnya and others).
As we mentioned it earlier, there was already no time and no money to implement this solution right away. Nevertheless, we mention this optional workaround with the only purpose to demonstrate, that with its current political model Russia won't be capable to play the role, which could be so beneficial to the West. Because of this political model is internally contradictory. Since the regime was naturally formed up as the police force itself and as the donor to the Caucasus region. It can't upgrade itself from the inside.
The second alternative solution to the problem could be to allow foreign companies to develop the gas fields in Yamal and Gydan together with the Shtokman shelf field in the Barents Sea on the basis of production sharing agreements.
And here again we could see a political and ideological problem. Putin's regime played too far the "patriotism" and anti-western rhetoric game. And the middle layer of the Russia's power structures (FSB – ex-KGB, police and army), who is the backbone of the regime, got truly believed in it. Therefore, the large-scale western capital invasion in the "Holiest of Holy", the Russian oil & gas complex, is simply impossible. If it happened now, it would be similarly strange as an imaginary invitation of the Al Qaida members to join the administration of the United States. Regardless of all kind of possible hypothetical promises and swears made by those "fellows", the situation would be completely unacceptable to America.
In such circumstances the current regime in Russia looks like a "Dog on the Hay" as we say in Russian (Same as "Dog in the Manger" expression – Translator's Note). It means somebody's control over resources which such a person can't utilize himself.
So that those short-sighted politicians in the West, who in their relation to the RF and its leadership stick with the principle "he may be a son of a @!$%#, but he's our son of a @!$%#", are far from the reality. This notorious "son of a @!$%#" (please excuse me for the repeating of this aphorism again) soon won't be able to stay the "our" SOB. Oh, I beg your pardon, "your" SOB.
He will face such problems, which he can't and doesn't know how to solve.
Although it is quite possible that he would sincerely try to fulfill the commitments he made.
So far we have not mentioned the internal political problems of the current regime. Let's not go deep into details, but simply note that the recent political stability of the RF model is based solely on the gigantic surplus obtained from the energy export. The regime would collapse as soon as the surplus income would come to an end.
And it will come to the end, as we have shown it above. The accessible resources will simply physically come to the end. And if such event would interfere with the dropping of the oil & gas prices (at least in terms of inflation), the collapse would be complete.
Perhaps, we could discover many opponents in the West, who would like to argue with the author. We wouldn't persist in the debates with those obviously interested ladies and gentlemen. However, we'd remind them, as many analysts in just weeks before the fall of the Shah's regime in Iran kept convincing the political leadership of the United States that the regime was stable.
Sometimes it seems to us that these analysts had not been dismissed from the service yet. Or that it's exactly they who now cover the situation in Russia . Indeed, it's too much similarity in these colleagues' methods and conclusions. In this regard, we would like to recall another principle: "Uncertainty is more dangerous than a direct threat." But it is exactly the uncertainty characterizing the current situation in Russia .
And we repeat, that even if we believed in the political stability of the regime (in which the Kremlin so vigorously tries to assure everybody), the destabilization would still take place because of purely natural causes of the oil and gas industry collapse. How far the Kremlin could go when facing such destabilization? Would the recent light demonstrative RF's demarches against the consolidated western diplomacy in Venezuela and Iran be seemed as simply easy warm up then?
Let the questions be answered by those who are in charge. We won't do their job for them. But we will help some of our colleagues-analysts, who are really interested in and dealing with Russia , to clarify the issue about which they simply could not be informed.
The question is following. Are there in Russia at least ideological factions (we even do not speak of the real forces) which stand for the full shape integration of Russia into the Western world? And which could count on the popularity and ability to intercept the power while facing a full-scale crisis? In the circumstances when each revolutionary (let's call the things by their own names) would have to use the populism as a true base and appeal to the Russian people?
We answer: such groups exist. But they are absolutely not known in the West. That's partly for the reasons of a political competition in the opposition field. But that's also partly because of not very professional job done by some of the analysts. Comprehensive characteristics of such groups must be done in a separate publication. It is only worth of mentioning here those points that could attract the Western interest to these groups.
First. This movement sets a project of full integration of Russia into the Western world. But it denies such integration methods, which were used by the classic liberals in Russia in the 1990s. These groups can be considered somewhat analogues of those, which were identified with V.Kostunica in Serbia , and with the Kachinski brothers in Poland .
Second. This ideological trend is ready to give a "green light" to the western capital for the access to the natural gas fields, which Russia could not develop on its own. And not just gas. Few people are aware that there are two new oil field regions in Russia, which are not being exploited yet simply because of lack of the capacity and know how. The first is the Central Russia oil with about 3.5 billion tons of oil estimated. And another is Leno-Vilyuy oil basin with estimate about 11 billion tons (Leno-Vilyuy basin located near the place where Vilyuy River joins the Lena River, in the southern part of Yakutia).
Incidentally, the Leno-Vilyuy basin is in close proximity to China . Perhaps, the West is not indifferent to who would gain an access to such a wealth in the end of the Russian crisis.
Third. It is no secret that the ideological trend, being characterized here, has a sharp anti-Muslim vector. And in case of its political success it's ready to contribute actively to the West in solving the problems of Iraq and Afghanistan and so on.
Yes, these ideological formations are marginal. But the Bolsheviks (the communists) were marginal in the winter of 1916-1917. And through just 10 months they became the rulers of Russia . Perhaps then many in the West deeply regretted that they timely didn't pay attention to this marginal group. Who knows, the history of the twentieth century could take a different path then.
It's quite possible that now it's being decided how history of the XXI century would be developed, which road would it take. And again, a lot depends on who will pay attention in time to the marginal ones in Russia.

* 5 ноября 2007
