"According to Norway's national police website, an attack was planned "in Europe, and Norway is mentioned." Ms. Bjornland declined to say if other countries were also under threat, and said "we don't comment on other countries, we only relate to Norway."

About 50 Norwegians have traveled to Syria to fight since the conflict began, and about half have returned. Most are young men with no family attachment to Syria, according to a recent report by Norwegian police and intelligence services.

The Security Intelligence Service (FSIS) in neighboring Finland, and Sweden's security service (SÄPO) said the threat in Norway didn't affect their threat level. Some 40 people have traveled from Finland to Syria during the conflict, and 80 Swedish citizens have traveled to join various Islamic rebel groups.

The terror threat in Norway comes amid worries in many western countries about the consequences of the Syrian conflict. The head of the U.S. Federal Bureau of Investigation said in May that the Syrian civil war poses a growing, long-term security threat as fighters from that conflict return to the U.S. and Europe.

"So there's going to be a diaspora out of Syria at some point, and we are determined not to let lines be drawn from Syria today to a future 9/11,'' FBI Director James Comey said at the time.

Extreme Islamism is been regarded as Norway's biggest national security threat, and the Norwegian Police Security Service said the current situation was "serious, but expected.""
