Finland: temporary vehicle licence plates
Residents of Finland who wish to bring into the country a vehicle previously registered and used in another Member State must apply at the Finnish border for a temporary transfer permit and temporary licence plates. The restrictive effect which these requirements have on trade is exacerbated if valid motor insurance taken out in another Member State cannot be used in conjunction with the Finnish transfer permit because it does not comply with Finnish insurance requirements which are more far-reaching than the minimum EU rules.
The Finnish authorities argue that the current transfer permit system is necessary for reasons of fiscal supervision, road safety, road traffic control and keeping the vehicle register up to date. However, the Commission believes that the protection of these legitimate public interests could be achieved by other means which would restrict trade between the Member States less severely.
The Commission also considers that the period of validity of the transfer permit, in most cases no more than seven days, is excessively short and goes beyond what would be necessary to achieve the goals of the Finnish regulation. It has therefore decided to send Finland a reasoned opinion, asking the Finnish Government to amend its rules

Minusta oikein hyvin sanottu. _Pelkkää sananhelinää_!
