Rauha Syyrian kanssa?

Israel's foreign minister said Sunday Israel should agree to restart peace talks with Syria and discuss Syrian support for terrorism at the negotiating table - disagreeing with other key Israeli policymakers, reports Associated Press.

Foreign Minister Silvan Shalom said if Damascus proves that its intention is to make peace and not just impress Washington, Israel should resume talks without preconditions.

But Defense Minister Shaul Mofaz said that before talks can resume, Syria must end its support for Hezbollah guerrillas in Lebanon and Palestinian radicals it hosts in Syria itself.

In the latest Syrian overture, Vice President Abdul Halim Khaddam said last week that Damascus had relayed messages to Israel through Turkey proposing that the two bitter enemies reopen negotiations at the point where they broke off.

On Saturday, a senior Israeli official said that Syria needs to close offices of terrorist organizations in Damascus and end support for Hizbullah in order to prove it is serious about peace with Israel, and not merely make conciliatory declarations to please the West.

The official was responding to a report in Britain's Financial Times that the United Nations has submitted detailed proposals to Israel and Syria, urging them to revive peace talks.

According to the proposal, the negotiations – which are to discuss the fate of the Golan Heights – are to be overseen by several parties, including the US and France, which has close ties with Syria.

"If there's a will you could easily go to the negotiating table," said a diplomat familiar with the UN proposal.

The senior Israeli diplomatic official said in response that there have been a number of messages from the Turks and others over the question of negotiations with Syria in recent weeks, and that Israel's position is "very clear. We need to examine everything very carefully, and see if the Syrians are serious. It is not enough to make declarations, but they must do something – like stop supporting terror – to show they are serious."

Last week Syrian Vice President Abdul Halim Khaddam said Syria sent messages to Israel via Turkey that Syria would be interested in resuming peace talks where they broke off in January 2000. Israel has said consistently it is willing to negotiate, but will not accept any preconditions.

Turkish Foreign Minister Abdullah Gul, in an interview with the London-based Arabic-language al-Hayat newspaper published Wednesday, said Turkey had received letters and documents from Syria and passed them on to Israel and the US during a recent visit to Washington.

In an interview with The New York Times in November 2003, Syrian President Bashar Assad declared his willingness to renew peace negotiations with Israel without preconditions.

In the interview, Assad urged the US to resume its mediation role between Israel and Syria. Both Washington and Jerusalem cast doubt on Assad's true intentions at the time. The US has repeatedly urged Syria to shut down the Damascus operations of terrorist groups, including Hamas and Islamic Jihad.

Following Assad's interview to The New York Times, President Moshe Katsav invited the Syrian premier to come to Jerusalem. Assad, however, rejected the proposal
