``House prices do seem overvalued at present, although part of this is explicable by lower real interest rates and supply shortages,'' said John Hawksworth, head of macroeconomics at PwC in the report. A decline of as much as 30 percent ``might reduce consumer spending by around 1.5 to 2.5 percent over the next few years, relative to normal trends. But the impact on gross domestic product would be significantly less.''
