Kuvio oli se että USA tukiessaan Ykä Bushin aikaansaaman sotkun takia Irakin shiioja, vaati Saudi-Arabia vastavuoroisesti että Saudit ja Qatar tukevat ISIS:ä ja Al Qaedaa Irakissa. Sovittiin että ISIS ja Al Qaeda kasvavat suuriksi ja syrjäyttävät Assadin hallinnon. Pelkästään Qatar upotti vuoteen 2013 3 miljardia dollaria ISIS:n ja Al Qaedan tukemiseen. Sitten homma karkas lapasesta kun ISIS laajeni Kurdi-alueilla, ja siitä tuli myöhemmin Turkin ja Kurdien sotkeutuminen mukaan jolloin soppa oli valmis.
