Olen kirjoittanut autoverosta EU:ssa Suomen tilanteeseen perehtyneelle virkamiehelle.

EUROPEAN COMMISSIONDIRECTORATE-GENERAL TAXATION AND CUSTOMS UNION
Indirect Taxation and Tax administration
Control of the application of community legislation and state aid/indirect taxes
" ...........the car's value in Finland - but the percentage of the value of a similar car on the Finnish market which consists in residual tax. Hence, Finland does not infringe Community law by not accepting the purchase price as the taxable value for second hand cars.
You also appear to state that the Finnish Customs authorities tend to assess the value of second hand cars acquired from another Member State to a price exceeding the value of a similar second hand car already registered in Finland. If this could be proven to be the case, it would indeed amount to an infringement of Community law.
However, currently, my services have not found evidence that the Finnish legislation or administrative instructions in force provide rules implying that the taxable value of a second hand car from another Member state generally exceeds the residual tax in the value of a similar second hand car which is already on the Finnish market.
In order to prove before the Court of Justice that systematic misapplication of Community law takes place in Finland, in the form of systematically incorrect assessments of the taxable value of cars, the Commission would have to prove first that assessments are, indeed, incorrect and secondly that they are generally so, i.e. that such incorrect assessments are not caused by officials making humanly comprehensible mistakes in single cases (which is something which unfortunately occurs in all administrations), but are a part of a conscious general approach from the authorities' side, preferably as shown in written official administrative instructions.
The material currently at my disposal would not be sufficient to enable the Commission to prove in front of the Court that the Finnish authorities are making systematically incorrect assessments.
Comparisons with prices advertised in the press in single cases would for the reasons mentioned previously in this letter not be sufficient evidence in front of the Court of Justice, since it is not possible to assess the state of the vehicle, its mileage and possible equipment etc, from such an advertisement, nor to conclude whether the price advertised corresponds to the market price or if it is an exceptionally low price due to particular circumstances or the vendor's lack of business skills.
It should also be added that, given the important amount of second hand cars imported to Finland from other Member States, it would already for this reason be extremely difficult for the Commission to prove that possible single cases of incorrect assessments in fact amount to the Finnish authorities' general practice, unless administrative instructions according to which assessments should be made according to objectively incorrect criteria could be submitted.
Consequently, I regret to inform you that on the basis of the information currently at the disposal of the Commission's services, it would not be possible for the Commission to prove in front of the Court of Justice that the Finnish customs authorities systematically misapply Community law by making systematically incorrect assessments of the value of cars to be registered.
Furthermore, I must inform you that the European Commission cannot solve the problems of a particular taxpayer in a specific case. Indeed, the role of the Commission, as the "guardian of the Treaties", consists in ensuring that the national legislation (in this case concerning vehicle taxation) complies with Community Law. To this effect, the Commission may initiate an infringement procedure against a Member State in order to ensure such compliance. It must be noted that only the Commission and the Member States are to be considered as parties in this procedure, to the exclusion therefore of the particular taxpayer. Therefore, the Commission is unable to help you in your particular case. The accurate way to obtain redress in a specific case is to address the national courts.
However, when it comes to the Finnish so-called "non-VAT" tax, the Commission has initiated infringement proceedings against Finland for breach of Article 90. The proceedings have not reached the Court of Justice. To my knowledge, there are currently no pending Court cases concerning Finland in the car taxation area.
Finally, I have the pleasure to inform you that on 5 July 2005 the Commission presented a proposal for a Directive which, inter alia, includes the abolition of car registration taxes over a transitional period of five to ten years. Moreover, the proposal includes provisions establishing a refund system for registration taxes to be applied on those passenger cars which have been registered in a Member State and are subsequently exported or permanently transferred to another Member State. The objective of this measure is two fold: first to avoid double payment of registration taxes, and second to charge registration taxes according to the use of the car in the Member State concerned.
With the aim of ensuring legal certainty and transparency for the European citizens, the proposal responds to the need for transparent and objective criteria and rules to establish the real residual value of used cars and, therefore, ensure a fairer basis for calculating the residual registration tax for outgoing and incoming cars. The proposal incorporates the criteria established by the recent jurisprudence of the European Court of Justice, which should reduce considerably the large number of complaints raised by citizens.
The official within my division who is dealing with the matter you have raised is Ms Roslund, telephone 32 2 295.34.39.
I hope that this information has been useful for you.
Yours sincerely,

Vanhimmat
Englanti/Ruotsi varmaan kelpaa asiointikieleksi.
Autoveropalstalaiset voisivat tätä kauttaa liikauttaa asiaa eteenpäin. EU:ssa näköjään kaivataan todisteita autoverosikailusta, siis tarjotkaamme heille todisteita. Perkele.
Itse toin 2004 yhden romun, jolla kuitenkin ajoin 60.000 km ennen myyntiä. Auton arvo 3,50 - kertaistui matkalla Suomen tulliin. Autoveroja meni sama kuin auton arvo.
Suurin protestini on auton heikko ulkopuolinen kunto - kuitenkin pamahti suuri verotusarvo.
Tuskin muutosta tulee, jollei itse toimi.
Seuraava radikaalinen muutos siis tapahtuu vuonna 2013.EI ENNEN .
Eiköhän pyyntihinnoista laskettu keskiarvo (-5% -400e) aika hyvin kuvasta sellaisen auton keskiarvomyyntihintaa.
