The industrial conflict in the paper sector in Finland is escalating. The Finnish
employers have given notice of yet another two weeks lockout of paper workers.
The Finnish paper workers are now facing a total lockout of six weeks. In a situation
where the whole labour market in Finland has accepted a national framework
agreement, the paper employers stand alone to refuse it. Instead they are putting
forward far going demands which effectively would mean wage cuts for the Finnish
paper workers.
EMCEF and all of its affiliates support the struggle of our colleagues in the Finnish
trade union Paperiliitto and stand behind them in these difficult times.
EMCEF has also decided to investigate whether the real purpose of the lockout of
workers in paper mills in Finland is to increase prices of paper products in Europe by
joint operation of big companies. If so, this could be in violation of European
competition rules and the ban on Companies to form cartels in order to affect
prices.
EMCEF is worried about this possibility. This kind of behaviour, if now or in the
future, will cause increasing expenses for consumers, inflation for the economy and
serious problems for employees around the whole Europe.
The most remarkable in the case of the Finnish paper industry is the length of
lockout. Six weeks lockout cuts the yearly cash flow of the enterprises by an
amount that is higher than the annual labour costs of the locked out workers.
The managers of the Finnish paper industry know that the six weeks reduction in
production in the European market area, where Finland is producing about one third
of some products, will affect the price level. The price effects of the lock out have
widely been discussed in media. As an example Paper Loop and Morgan Stanley
have pointed them out.
Because of the principal importance of this issue, EMCEF wishes the question to be
carefully investigated.
